UST: Putin the Mark of Cain on Gunvor

Just landed at O’Hare on my way back from Brussels and Geneva.  Right before taking off I saw that Gunvor’s bond price tanked at the open.  It closed yesterday yielding 10.9 percent, and spiked at the open to 13 percent.  I understand it is still tanked.

In other words, the market either totally disbelieves the story that Timchenko sold out, or thinks that the sale is irrelevant in determining the company’s vulnerability to sanctions or investigation.

My suspicion is the latter, because of the Treasury’s deviously, devilishly clever strategy.  Recall that UST said that Putin is a part owner of Gunvor.  No hedging about that claim, no “may be a part owner”:  a flat statement that Putin is an investor.  It said that Putin might have access to Gunvor funds.

So regardless of whether Timchenko sold, or commits ritual public suicide tomorrow, Treasury has put the Mark of Cain on the company.  Every counterparty, every lender has to have serious, serious concerns that the company may be sanctioned due to the Putin connection.

The tanking bond price makes it clear that the credit markets have serious doubts about the company’s survival prospects.  No doubt this reflects bankers’ serious reluctance to continue to finance a company that the US government has publicly tied to Putin.

Yes, most of Gunvor’s lenders are European banks, but ask Swiss banks about the joy of taking on the US government when it has an important policy objective in mind.  And think of all the leverage the US has over European banks given the myriad ongoing investigations of Libor, FX, ISDA Fix, and on and on.   Even if the Euros don’t sanction Timchenko (or Gunvor) (and they abstained from doing so today, waiting to announce that until I’d left Brussels, the cowards), the US has plenty of leverage over European banks.

The company has the weekend to try to turn things around.  But that Treasury statement casts a huge shadow.   In the current environment, bankers are afraid of their own shadows, let alone the shadow of a US government with blood in its eyes.

Press coverage of this story has been credulous, especially in the FT.  The stories have uncritically repeated Gunvor’s statements that Timchenko sold at fair value, and that there is no option for Timchenko to repurchase.  But they would say that, wouldn’t they?  And the stories don’t point out that the bond market is basically calling BS on Gunvor.

Speaking of fair value, I know Torbjörn Törnqvist is not an idiot.  He can go through the game tree, and realize that there is large probability that his shares, and the ones he purchased from Timchenko, will be worthless.  Meaning that he won’t have paid Timchenko book value, or anything even close.

Which raises the interesting question: if Timchenko is really just a front man for Putin, as the US government asserts, any big discount comes right out of Putin’s pocket.

Which is pretty much the point, isn’t it?  That’s exactly why UST’s statement is a big flashing neon light arrow pointing right at Putin.

  4. Is anyone troubled by the Treasury’s actions? While I fully support doing anything bad
    to Putin we can, are not these actions similar to pressuring bondholders to hand GMAC over
    to the UAW? Or, putting regulatory pressure on bankers who wanted to pay back TARP money
    early?

  7. @Harry. I understand your qualms about taking actions that could be viewed as expropriation of private property. I gave some thought to this as well. The main differentiating factor is the likely close nexus between Gunvor and the Russian state, and Putin. The Treasury is making such a direct connection the basis for its decision to target Timchenko.

    Of course every Russian oligarch operates at Putin’s sufferance (as the Khodorkovsky case shows), and most likely must provide services to Putin, in the same way as made men must do things for a mafia don.

    But even if one does not feel comfortable in going after, say, Abramovich or Deripaska, the connection between the Russian state and corporate entities is undeniable in the case of SOEs like Gazprom and Rosneft. Gazprom looks set to take control of Ukrainian gas-related assets (pipelines and offshore fields) in Crimea. That would make it a perfectly legitimate target. Rosneft is also a legitimate target.

    The combined GDP of Brazil, China and India is $13 184 624 200 000

    The combined population of Brazil, China and India is 2 688 252 000

    Therefore, the per capita GDP of “Brazil, China and India combined” is $4 904

    The per capita GDP of Russia is $15 800

    Since $15 800 is more than 3 times larger than $4 900, the per capita GDP for “Russia” is more than 3 times larger than the per capita GDP for “the other three members of BRIC combined”.

Да, если верить французскому МИДу, демократия бесценна, однако вряд ли Франция, которой нужно каким-то путем сэкономить 50 миллиардов, волшебным образом достанет из ниоткуда миллиардов 20, чтобы заткнуть старательно проделанные украинскими олигархами и «царьками» (нередко это одни и те же люди) дыры.

    Учитывая то, во сколько может обойтись спасение страны от хаоса и ее населения от гражданской войны, рискну предположить, что Лоран Фабиус, который недавно грозил России «санкциями» за Крым, в скором времени начнет пугать ее карой за то, что та отдала нам остальную Украину.

    Глядя на бьющий ключом энтузиазм Ангелы Меркель при мысли о том, что ей придется снова раскрывать кошелек, возникает уверенность, что Брюссель на пару с Вашингтоном в скором времени попытаются избавиться от груза этой новой демократии и позволят Москве взять на себя часть бремени путем более или менее официальной аннексии русскоязычного востока страны по отработанной в Косове схеме. Все это, разумеется, как обычно, будет сопровождаться вялым возмущением наших правительств.

    Легендарный гроссмейстер

    По сути, Москве и не нужно ничего делать. Ей остается только дождаться, когда после наступления Запада запланированный сброс Украины не произведет нужный эффект. А потом уже можно будет забирать оговоренную часть территории.

    Как ни странно, но эта стратегия напоминает шахматную защиту, которую разработал в 1921 году легендарный гроссмейстер Александр Александрович Алехин. Все сводится к одному довольно простому маневру: в ответ на ход белой пешки нужно выставить вперед коня безо всякой защиты. Увлеченные легкой победой белые начинают одну за другой выставлять вперед пешки и в результате с каждым ходом все сильнее ослабляют свою оборону. Затем, в точно выбранный момент, конь терпеливо одну за одной бьет все не в меру отважные пешки и остается на месте до конца партии.

    В России Алехина считают непревзойденным гением шахмат. Нет сомнений, что такие умелые игроки как Путин и Лавров неоднократно отрабатывали эту защиту.

    Александр Алехин получил французское гражданство в тот же год, что и первый титул чемпиона, прожил в Париже большую часть жизни и похоронен на кладбище в Монпарнасе. Тем не менее, у него не осталось учеников и последователей во Франции. Во всяком случае, точно не во французском МИДе.
