Don’t Trust. Verify.
Putin surprised the world by calling for the insurrectionists in eastern Ukraine to delay their referendum on secession. The insurrectionists appear to have been the most gobsmacked of all.
The Russian president also gave rather equivocal support to the May 25 election in Ukraine. I say equivocal because he cast doubt on the legitimacy of the election.
Further, Putin claimed that Russian troops had been withdrawn from the border with Ukraine (more on this below).
This has set off another round of the long popular parlor game of trying to figure out what is going on behind those beady little eyes of his.
Putin dropped his political bomb (better than the real thing, I guess) in an appearance with Swiss president Didier Burkhalter, who negotiated with Putin on behalf of the OSCE. Putin look decidedly uneasy, leading to even more questions about the reason for his apparent climbdown (and I do emphasize that one can only be confident that he is appearing to back off).
Some possibilities. One is that the situation in Donbass is not turning out as he had anticipated, and that the referendum would not be the Crimea-like, Soviet-style (or Anschluss-style) landslide that he needs. Putin needed total control of Crimea to produce the result he trumpets. The Russian Human Rights Council momentarily posted an analysis that suggests that the real results were far less overwhelming than officially touted. An election whose results could not be jiggered due to omnipresent Russian control would be a major embarrassment. So Putin had to delay to prepare the ground further.
Another is that Putin doesn’t really want to absorb eastern Ukraine. He needs to support another dysfunctional, corrupt province of Sovokistan like he needs a hole in the head. As long as the Ukrainian government warrant does not run there, he can exercise effective control through local oligarchs and suborned local officials. As long as he keeps things there on medium boil, and keeps the Ukrainian government from reasserting control, he can achieve his objectives for now, bide his time, and prepare his next move west towards Odessa (supported by a move east mounted from Transnistria).
Another is that the Swiss president carried a threat sufficiently credible and sufficiently damaging to make Vladimir blanch. (He’s about as white as you can get, so it’s hard to tell.) The imagination runs wild. Burkhalter may have been the messenger communicating threats from the US to do something that would really cramp Putin’s style. Maybe Burkhalter said “the Americans know about your money in Swiss accounts and the money of your friends in Swiss accounts, and have said that if Switzerland does not cooperate and freeze these funds if they ask, they will make life unbearable for Switzerland. They already have me by the short ones over tax evasion. Swiss banks face billions in fines. My hands are tied.” (I sure as hell hope that’s what it is. That’s what I’ve been calling for since August, 2008.)
This is good news, but it ain’t over. Putin appears to be pulling back now, but you know his ultimate goals have not changed. And in the scheme of things, the referendum is not a big deal. Especially since I really don’t think Putin wants to take financial responsibility for another sh*thole, given that he already rules over a sh*thole that spans 11 time zones.
Watch what he really does. Does support (arms, men, etc.) continue to flow into eastern Ukraine? Are there further outbreaks in Odessa? Does the infiltration from Russia, Transnistria, and Crimea continue?
If so, Putin will have decided that not war-not peace will serve his objectives of rotting Ukraine from within. Making the place ungovernable and subject to his wirepulling from afar, acting through oligarchs in his thrall, and local officials sympathetic to him, and bribed to do his bidding if their sympathies are not sufficient spur. Meanwhile, the attention of the west will lapse, the pressure for sanctions will ease, his agents will continue to work on Merkel through Siemens and Adidas and BASF. Once the west is compromised and lulled into a false sense of security, he can make another coup de main.
Meaning that it is imperative to keep the pressure on.
The main humorous element of his appearance was his statement about the Russian military presence on the border:
“We’re always being told that our forces on the Ukrainian border are a concern. We have withdrawn them. Today they are not on the Ukrainian border, they are in places where they conduct their regular tasks on training grounds,” Mr Putin said.
Nag. Nag. Nag. Fine. If you think that having 40,000 troops on your border is such a big deal, I’ll move them back. Sheesh. What is it with you people?
Not to mention that this statement is total bologna. NATO denies that it has observed any withdrawal. And it’s not like Vlad can snap his fingers and the troops magically disappear overnight back to their bases, which are scattered throughout western Russia, some nearly 1000 miles away. Such movements take time. The in-move was widely witnessed, with many videos being posted online. No similar out-move has been documented.
This ridiculous statement is sufficient to cast doubt on everything else Vlad says. Watch what he does. Go Reagan one better. Don’t Trust. Verify.
Don’t think this is over. Don’t think Putin will not strike again, and will do so precisely when the west’s interest wanes because the immediate crisis appears to have passed. Putin is singleminded in his purpose. The west has ADD. That is Putin’s biggest advantage.
Every single “roasted Colorado” in Odessa was a local.

US Refuses To Take Back 13 Dead CIA Spies Killed In Ukraine
A stunning Ministry of Defense (MoD) report circulating in the Kremlin today states that the United States has refused to repatriate the bodies of 13 Central Intelligence Agency (CIA) military operatives killed when their helicopters were shot down by pro-federalist forces on the outskirts of Slavyansk, eastern Ukraine this past Friday.
According to this report, on 2 May the Anti-Aircraft Artillery Battalion of the 25th Separate Dnipropetrovsk Airborne Brigade of the Ukrainian Army, which had defected to the side of the pro-federalists in April, fired upon and downed two Russian made Mil Mi-17 transport helicopters belonging to the Ukrainian Air Force that had been attempting to land CIA military “command and control” operatives into the battle zone of Slavyansk.
Of the 14 CIA military operatives aboard the two Mil Mi-17’s, this report continues, only one survived, who was initially identified as Captain Savuilov [photo 2nd right], but whose subsequent questioning revealed him to be an employee of the American mercenary company named Greystone Ltd.
Greystone Ltd, this report notes, states that it “provides the skilled professionals and program management services necessary to deliver rotary wing, protective security and training solutions to customers in challenging environments”, but had previously been warned about by Foreign Minister Sergei Lavrov who stated last month: “There were reports, as you know, that some several hundreds of [agents from] the private military organization called Greystone were detected to arrive in Ukraine from the US. We’d like this also to be investigated.”
Sadly, this report says, this CIA/Greystone survivor of these two Mil Mi-17’s being shot down, like his 13 dead compatriots, was, likewise, abandoned, and as reported from the scene by a member of the self-defense forces in Slavyansk who stated: “His troops abandoned him. I thought they would take him away in another helicopter, but they just took his pistol from him and flew away.”
As to the CIA directing the war operations against pro-federalist forces in eastern Ukraine, this MoD report says, their remains no doubt as a representative from Slavyansk’s self-defense movement reporting from the battle zone said, “When using radios, activists have heard English several times on the air…this is direct proof of the participation of foreigners in the retaliatory operations against Slavyansk.”
Germany’s highly influential Bild Newspaper this morning further confirmed the CIA operating in Ukraine, this report says, noting that in the middle of last month, CIA Director John Brennan arrived in Kiev on a top secret visit that Washington initially denied. The following day, Verkhovna Rada interim Speaker Alexander Turchynov announced a large-scale counter-terrorist operation in Ukraine’s southeast.

Berlin (AFP) – Dozens of specialists from the US Central Intelligence Agency and Federal Bureau of Investigation are advising the Ukrainian government, a German newspaper reported Sunday. Citing unnamed German security sources, Bild am Sonntag said the CIA and FBI agents were helping Kiev end the rebellion in the east of Ukraine and set up a functioning security structure.

Yulia Tymoshenko has threatened that if she doesn’t get her way, and Poroshenko is elected President, as expected, she will start yet another bloody revolution:

Do you think she and Kolomoysky will actually do this? Can the USA sanction her, Kolomoysky and the other oligarchs that sponsor her? I hear that Kolomoysky’s PrivatBank is near bankruptcy already.

approximately January 1996, UESU fraudulently conveyed title to the imported natural gas to
United Energy International, Ltd. (“UEIL”), an 85% shareholder of UESU that was created on
October 17, 1995, in London, England by a Turkish national named Ercument Aksoy, at the
direction of Yulia Tymoshenko, and fraudulently diverted to foreign bank accounts belonging to
UEIL the payments from Ukrainian customers for the natural gas delivered by UESU.
The indictment further alleges that between April 8, 1996 and December 31, 1996, rather than pay RAO Gazprom for the delivered gas with the money that had been transferred to UEIL, UEIL transferred approximately $140,000,000 to Somolli Enterprises, a Cypriot company that was registered in Cyprus on October 8, 1992, and was controlled by Yulia Tymoshenko and others. Between April 1996 and June 1997, Somolli Enterprises and UESU transferred a total of approximately $97,000,000 into accounts that were controlled by Kiritchenko in Switzerland, Poland, and the United States, including transfers totaling approximately $13,000,000 to bank accounts in the Northern District of California. Between February of 1996 and September of 1997, the money from Somolli, along with other funds, totaling more than transferred from Kiritchenko’s accounts into accounts controlled by Lazarenko in Switzerland and Antigua. Thereafter, the indictment alleges, Lazarenko transferred portions of these funds from Switzerland into bank accounts in the Northern District of California, including two transfers of $14,000,000 each on August 1, 1997. Finally, part of the conspiracy includes the scheme to defraud alleged in Paragraphs 32 to 38 of the indictment, which allege that the defendant, while a government official in Ukraine, exercised his official authority and influence in favor of, and to induce the grant of certain government benefits and privileges to Yulia Tymoshenko’s businesses, among others, by taking certain official action, that between 1993 and 1997 he received over $200,000,000 from various companies, including Yulia Tymoshenko’s businesses Somolli Enterprises ($84,000,000), UEIL ($65,000,000), and UESU ($13,000,000). The indictment alleges that as a result of these actions, the people and government of Ukraine were deprived of money and of the defendant’s right to honest services.

In the United States, Lazarenko was put on trial for money-laundering, corruption, and fraud. In late May 2004 a federal jury in San Francisco found him guilty of using his position to get rich through a series of business schemes; with Transparency International naming Lazarenko the eighth most corrupt political leader in recent history that the same year.[9] Lazarenko was sentenced to 9 years in federal prison on 25 August 2006.[10]

Dr. Olga Bogomolets, pro-Maidan’s most respected person, a hero and a candidate for Presidency (vote for her!), who had notified Estonian and EU authorities that the Maidan snipers who killed 100+ demonstrators and policemen and gave the Rada an excuse to “impeach” Yanukovich were hired by Maidan organizers, refuses to succumb to numerous death threats to her and pledges on Facebook to continue to demand the truth and to expose those who are covering up the Maidan murderers:

“Fulfilling two projects – holding the May 11 referenda and disrupting the presidential elections – is very complicated,” said Taras Berezovets, the director of the Berta Communications personal and strategic consulting company. “That’s why Putin has backed off the referenda and now will concentrate on undermining the presidential elections.”
Mr. Putin also wants to delay the third round of sanctions from the West, which will inevitably be imposed once the presidential elections are disrupted, he told the gazeta.ua news site.
“He understands that these sanctions will affect him personally,” said Mr. Berezovets, who has worked with the Batkivshchyna party in the past. “$40 billion, which the Americans have already found in Swiss banks, can be frozen in two minutes. And he simply wants to delay this moment and transfer the money to other accounts and rescue his assets.”

But if it is a step backwards, it is a textbook ‘one step forward, two steps back’ manoeuvre in response to the oblique but clear shift of dynamic in favour of UA armed forces in eastern Ukraine. VVP has not concealed the fact that his ‘blessing’ for holding national elections is contingent upon UA halting these operations: a step that would leave separatists in sufficient control of a number of regions to ensure that Crimea style elections rather than fair ones take place. It should be blindingly obvious that elections cannot take place under armed occupation (or intimidation), which is why OSCE statutes proscribe elections under these circumstances (‘foreign occupation’). His manoeuvre also lends support to the thesis (which I never doubted) that all-out invasion is the last thing VVP wants. Until the UA offensive started, the forces on the border have served the purpose of deterrence and intimidation. Kyiv seems to have called the bluff, but most EU governments continue to take the ‘threat’ at face value, which is why many national capitals will now join forces with VVP in pushing (not for the first time) for UA ‘restraint’.

The reason they had to remove his clothes is, …er…he had a serious involuntary bowel movement when Ukraine’s “men in black” captured him. The new National Guard Special Operations Battalion,[…..] has commenced its work. Ukraine’s “men in black” don’t terrorize civilians or use women and children as human shields. Instead, they show up at night and take care of the terrorists.

The United States does not need to intervene in every chaotic situation around the world, neither militarily nor politically. We can no longer police the world, nor can we act as the arbiter of every dispute.
Ukraine’s population is split on whether to bond with Russia or Europe. That decision should be left for them to decide democratically. The U.S. should not be doing the bidding of either side in the determination of Ukraine’s future.
Certainly, we must condemn human rights violations in every instance. Freedom of speech and assembly are important to the workings of a democratic society. They reflect America’s values.
Just as important should be our respect for the rule of law. Those who win elections should make the policies and laws. That’s not what happened in Ukraine, where tensions between eastern and western factions boiled over and became today’s bloody crisis.
The U.S. shouldn’t tell Ukraine what policies to follow. When the European Union’s offer of closer ties was countered by Russia, it was up to the Ukrainian government to decide what was best.
The U.S. does not have a dog in this fight. An American offer of billions of dollars to dissuade Ukrainians from accepting Moscow’s offer was doing the bidding of powerful European interests, not ours.
Why do we in the U.S. feel it necessary to thwart Russian efforts in various parts of the world? Russia rightfully looks at this as a hostile act.
We instead should reach out to make Russia a friend and ally in combating radical Islam and China, which now threaten the world’s peace and stability.
The Cold War has been over for two decades. We should stay out of Ukraine.
Ukraine’s president, Viktor Yanukovych, rejected the EU enticements, deciding to opt for Russian President Vladimir Putin’s Eurasian trade bloc. That was Yanukovych’s prerogative — as it was the prerogative of riled, Western-focused Ukrainians to express their opposition. Instead they took to the streets, not to the ballot box.
Americans should not feel compelled to determine the outcome. In the post-Cold War world, we Americans must show more patience.

A phone conversation suggesting snipers who shot protesters in Kiev might have acted on the orders delivered by the opposition coalition – not former Ukrainian president Viktor Yanukovich – has been leaked online.
The phone conversation features Estonian foreign minister Urmas Paet telling EU foreign policy chief Catherine Ashton his suspicions regarding sniper attacks on protestors that took place in Kiev in February.
According to the description of the related video uploaded on YouTube, the call was taped by officers of the Ukrainian security services (SBU), loyal to Yanukovich.
Paet is heard telling Ashton that there was evidence both protesters and security forces came under sniper fire during the deadly protests in the Ukrainian capital last month.
During the conversation Paet airs the possibility that members of the opposition coalition might have had something to do with the shootings.
“What was quite disturbing, this same Olga told that, well, all the evidence shows that people who were killed by snipers from both sides, among policemen and people from the streets, that they were the same snipers killing people from both sides,” Paet is heard as saying.
“She also showed me some photos, she said that she is medical doctor, she can say it is the same handwriting, the same type of bullets, and it’s really disturbing that the new coalition, that they don’t want to investigate what exactly happened.”
The woman named “Olga”, cited by Paet, is believed to be head of the Maidan medical service, Olga Bogomolets.

The Estonian foreign ministry confirmed the recording was genuine and the 11-minute conversation took place on 26 February.
“The recording of a telephone conversation between Foreign Minister Urmas Paet and High Representative Catherine Ashton that has been leaked online is authentic,” the ministry said.
